We would propose the football world cup be expanded to sufficient divisions to allow all countries to participate and provide further hosting opportunities- smaller countries will never have a chance to host under the current system. With the current FIFA (mens) membership there would be six tiers of thirty-two teams and one of nineteen. Forty-eight is an unwieldy number- too many matches and teams with hope of winning.

Division one: France.
Division two: Panama
Division three: Bosnia and Herzegovina
Division four: Belarus
Division five: Estonia
Division six: Malta
Division seven: Brunei Darussalam
