All ministers will compare their departments with the best performing internationally, as measured by the O.E.C.D.; and proven successful policies will be implemented. In order to surpass the best, it will require us to catch up with them first. Plans will have clearly stated SMART (specific, measurable, attainable, realistic and timely) metrics. Buy-in from all parties will be sought- perhaps “the blob” actually knows something about the on the ground realities.

The N.A.O. will publish status reports for all ministries, regulators and NGOs. The N.A.O. will work with the Office of Statistics to identify recovery plans for those under-performing. All recovery plans will be driven by analysis of a pay-off matrix. The allocation of long-term tasks will be considered in conjunction with the Department of Employment with the aim of maximising under-utilised capacity.
